President Signs Bill Creating New Benefits
On October 28, the President signed the 2010 National Defense Authorization Act which includes a number of provisions affecting federal employee benefits, including:
- Allowing credit for unused sick leave in the computation of FERS annuities; 50% of unused leave is available immediately, 100% in 2014.
- A provision allowing former federal employees under FERS who withdrew their contributions, theryby waiving retirement credit for those years to redepoist their earlier contributions, with interest.
- Phasing out cost-of-living allowances for federal employees in Alaska and Hawaii and phasing in locality pay.
President Signs Bill Ending NSPS
The Defense Authorization Act also ends the National Security Personnel System and directs DOD to work with OPM to implement a new performance management system. The Federal Physicians Association intends to take the lead in helping develop performance guidelines for federal physicians.
It is unclear what will happen to those federal physicians who lost their Physicians Comparability Allowance when they were converted to NSPS.
OPM Director Announces Timetable for Pay Reform
At the 15th anniversary celebration of the founding of the Coalition for Effective Change (CEC) (FPA was one of the founding members of the CEC) OPM Director John Berry announced plans to overhaul federal pay.

Based on 952 surveys, there appears to be major differences in the special pay of physicians.
